About Catalina Foothills Estates

The original Foothills subdivision, laid out on the desert bajada north of River Road in unincorporated Pima County, roughly within the grid formed by North First Avenue, Hacienda del Sol Road, River Road, and Ina Road. Developer John W. Murphey bought a roughly 7,000-acre tract north of River Road between Oracle Road and Sabino Canyon at a 1928 federal land auction and, with his wife and business partner Helen Murphey, planned it as a series of numbered subdivisions built around oversized lots that kept the surrounding desert intact. Construction began in 1935 on Catalina Foothills Estates No. 1, just northeast of North Campbell Avenue and East River Road, and additional numbered areas followed, growing the subdivision to the nine numbered areas it comprises today. Architecture is the defining feature. Swiss-born architect Josias Joesler, who worked with the Murpheys on more than 400 Tucson projects between 1927 and his death in 1956, set the vocabulary here — Spanish Colonial Revival and Southwestern designs in burnt adobe and white stucco under low-pitched red clay tile roofs, with hand-detailed woodwork, interior courtyards, and walled patios — later joined by Territorial, Pueblo Revival, and mid-century Ranch and desert-contemporary homes on the same generous parcels. Lots generally run from about one to six acres, with the original plan calling for parcels larger than three acres, so houses sit far apart behind mature saguaro and palo verde with long views of the Santa Catalina Mountains and the city lights below. There is no single master association or amenity club: the Catalina Foothills Association enforces the deed restrictions and CC&Rs governing setbacks, building height, exterior color, land use, and native-plant protection across Areas 1–6 and any area without its own board, while Areas 7–9 are reviewed by their own homeowners associations, with dues varying by area. La Encantada, the open-air shopping and dining center at Skyline Drive and Campbell Avenue that opened in 2003, sits just north, and the Campbell Avenue and River Road corridor covers everyday retail and medical offices.
