Those four streets are also lines of the public land survey, because the rectangle is the west half of a section: Swan, Grant and Speedway are the section lines, Rosemont runs the section's own north–south centre line, and East Pima Street crosses the middle on the quarter line. That comes to 320 acres — 319.6 measured off the mapped outline — filling its bounding box to better than 99 per cent. The name is the one thing here that is not a line on a map. The City of Tucson registers no neighborhood association called St. Cyrils, and none of the six associations whose polygons touch this rectangle carries the name either. What stands at the middle of it is St. Cyril of Alexandria School, a private school at 4725 East Pima Street, and the boundary is named for that campus rather than for any organisation of residents. What the City register does show is two associations and a gap. The south half of the rectangle — Speedway up to Pima Street, Swan across to Rosemont — is the Pinecrest Neighborhood Association exactly. The post-war decade did most of the rest. Seneca Park Addition and Seneca Park Addition No. 2 carried 18 lots each in 1947 and 1948, Warsaw Addition 24 and Sunnycrofts 16 in 1948, and two Pinecrest Addition filings 60 and 38 in 1951. Luthman-Rhodes followed with 31 in 1952, McCarthy with eight in 1956, Arcadia Park with 27 in 1957, Carlsdale with six in 1958 and Bahia Estates with 17 in 1959. Then the attached housing arrived on its own timetable: Casas Jamaica Townhouses with 25 lots in 1973, Belle-Capri with 18 in 1978, Cloverleaf Townhouses with 63 in 1981, Maggie's Arcadia Townhouses with four in 1982 and Mountain View Square with 48 in 1985. After that the filings come in ones and fours and eights, down to Savannah Court's two lots in July 2024. Those 28 plats carry 683 platted lots against the 862 parcels inside the line today. Every one of those parcels is City of Tucson, and the zoning is split in a way the street grid does not show. R-1 accounts for 507 of them and R-2 for 297, better than a third of the boundary, behind which come 26 R-3, 16 C-2, 11 C-1, four O-3 and one MH-1. The R-2 ground is not simply townhouse ground: every parcel the county returns inside four of the five townhouse plats is zoned R-2, but those account for 120 of the 297 and detached houses stand on the rest. Commercial and office parcels are gathered on the Speedway, Grant and Swan frontages, which is why a house a lot or two in from one of those streets can share a back wall with a parking lot. What sells inside the line is two kinds of house at nearly the same price per square foot. Those 77 closings run to September 2026, and they split 61 detached, 16 townhouse, no condominium. Take the detached tier on its own and its median house dates to 1954, on a record running 1921 to 2010, measures 1,383 square feet and closed at $310,000, which works out to $229.59 a square foot. The townhouse tier has a tighter build window than any other figure on this page — 1973 to 1984, no exceptions — and a 1,149-square-foot median that closed at $255,500, or $220.42 a square foot. Nine dollars a square foot separate the two tiers, so floor area rather than price per foot is most of what separates the prices. Blend them and the 77 span $173,000 to $490,000, with a $297,000 median, a $303,281 average and a $299,900 list median. Little of it sat: the median listing went under contract in 22.5 days, 26 counting relists, and settled at 99 cents on the list dollar, with 21 of the 77 closing over asking and 30 cutting the price before they sold. Those two days-on-market medians were computed on 74 of the 77 rather than on all of them, which is a field count below the total and not a different set of sales. Those setbacks are measured out from a mapped channel and not from a property line, which makes them a parcel-level question rather than a neighborhood-level one. Two sections of statute do the work. Arizona Revised Statutes section 28-8461 draws the territory around each named installation as a set of fixed distances off its runways, and Davis-Monthan's are five miles north-west along the line of the north-west runway, ten south-east, six and a half north-east at right angles to the runway centreline and a mile and a half south-west. Section 28-8484 then obliges the seller of a residential property inside that territory to hand the buyer a written disclosure ahead of the title transfer — and it fixes the territory to a State Land Department map drawn under section 37-102, which is a different document from the county overlay. Read the overlay as notice that the question applies and the state map as the authority on whether a given address is in. Four other layers come back empty across this boundary: the base's noise control districts, its Air Installation Compatible Use Zone, the county's airport environs overlays and the Tucson Airport Authority's avigation easement area, which covers a different quarter of the city. None of that speaks to an avigation easement recorded against an individual parcel, which is a title question and shows up in the commitment. School assignment here is Tucson Unified throughout, and it holds steady from one edge of the boundary to the other.
