Development here began in the 1890s; in 1904 the City replatted several blocks with 16 lots rather than 12, and Abraham Franklin resubdivided Block 142 — between 19th and 20th Streets and 7th and 8th Avenues — into 32 lots, which is where the barrio's narrow-lot grid comes from. The district inventories 124 buildings, 86 of them contributing, and about two-thirds are adobe dwellings carrying the Sonoran Tradition into the early twentieth century: flat-roofed, thick-walled, set at the lot line right against the sidewalk. The rest are contemporaneous Anglo-American styles, many of them also built of adobe, so one material runs through the whole streetscape. Of the buildings raised during the district's period of significance, 29 date to the first phase of development up to 1920 and 40 to the second, from 1920 to the Depression. No fee homeowners association governs the barrio. The 10.1-acre Santa Rosa Park anchors the neighborhood along South 10th Avenue with a playground, a ball field, basketball and volleyball courts, a soccer field, ramadas, picnic sites, restrooms and paved paths, and the Santa Rosa Center on its grounds adds a small library, study and meeting rooms and a computer area; Drachman Primary Magnet School shares those grounds. Downtown Tucson, its employers and the Sun Link streetcar are roughly a mile north up South 10th Avenue, Interstate 10 runs less than a mile west, and Sentinel Peak, Mission Garden and Mercado San Agustín are a short drive northwest.
