Homebuilders first pushed into the area in the 1960s and 1970s, but growth stayed slow, and that's exactly the point: today's roughly 9,500 residents live on open desert lots full of saguaro and wildlife, with the U.S. Census classifying the community as effectively 100% rural. What sets Picture Rocks apart from anywhere else in the Tucson metro is its genuine country-living formula — large unsubdivided lots, horse-friendly zoning, private water wells, septic systems, and LP gas, with no master HOA across most of the area.
